Holder either has an incredibly black and evil heart, or he's living in some alternative universe.
In 1974, the Feds required cars to have either automatic seat belts or an ignition interlock that required drivers and passengers to buckle their seat belts to start their cars. This did not go well. Most soon figured out how to bypass the circuit; IIRC within one year the requirement was disposed of by congress.

Aside from the Fascist implications of this screwball idea, this destroys the entire notion of concealed carry. In most states, concealed carry means that your weapon must be out of sight. Impossible to do if you are wearing a bracelet that is an integral part of the weapons system.

Why not go all the way? Force everyone to wear an RFID tag.
When you pull the trigger, the mandatory smart gun sends all the pertinent information, including audio, video and the ID of shooter and target, to the FBI where a clerk decides whether to allow the gun to fire or not.
It may take a few minutes but it's better than to take a human life unnecessarily, right?
Of course the perp's gun will have no such limitations.
