baloney! Most troops are just as they have been from past years, as they are sponsored by good, upright institutions and are not following the national path.
And, starting back in the early eighties volunteers for adult leadership positions were required to complete a detailed application which district professionals had to approve. This was an effort to keep homosexuals out of the troops. It was pretty much successful, although some slipped in. I understand that an even improved process is still in place.
