Ivan is a very common first name in Latin America, particularly Mexico, and doesn’t mean the person was of Russian descent.
I think they probably picked it up in the late-19th, early- 20th centuries, when there were a lot of Russians in Mexico, ranging from exiled royalty to 1st generation Marxists.
