It’s accepted to put stuff like that in brackets so it’s obvious it’s not part of the original headline, but yeah, the original headline is the ticket.

It’s desired to add a state in brackets at the end of a headline if a locale-specific event is happening, and it isn’t obvious where from the headline. Say something like “Ted Cruz Speaks to Republicans in Springfield [MO].”
