I don't understand what's going on in Louisville. It isn't a huge city, and when I was there a few years ago, it seemed that it should be manageable. How can hundreds of black youths, ANYWHERE, go on a rampage and only one be caught?

For starters, I'm gonna' go all racist here, and say that black police chief you mentioned has to go. There's no other way for us law abiding folks to trust driving through that city again.

During WWII German subs used to surface near individual merchant ships and attack with deck guns to save torpedoes for bigger game. In response, the allies started using "Q" ships, armed merchant vessels to trick the subs into surfacing so they could be dealt with. Perhaps it is time to duplicate that in Louisville with Q cars full of (armed) "victims" whenever the mobs form.
