Obama & Co don’t want national sovereignty. They believe that the international community should speak with one voice. That the international institutions (IMF, UN, NATO) should come together and solve problems.
This ‘weak not strong’ (kinda sounds like, ‘I know you are but what am I’ playground stuff to me) is an attempt to isolate Russia from the above listed. See Solipsism.

He is doing exactly what the “global community” wants. The Global Community is the NWO, run by far leftists worldwide. They are also planning on subjugating people, they will just woo them nicely...at first.
