Moscow's ambassador to the EU has welcomed what he called the "reunification" of Crimea with Russia but denied that the move was planned.
Vladimir Chizhov told the BBC the move was the end of an "abnormality" which had lasted for 60 years.

Russian military historians agree with Vladimir Chizov's assessment that the Crimean Reunification was not planned but was what they termed a "Spontaneous Reunification".
There have been precedents in history for just such unexplainable military phenomenon. For example, Hitler's incursion into Poland was the result of a similar unplanned military phenomenon, known today as 'Polish Spontaneous Blitzkrieg'.
Let us hope the move to end our own five year "abnormality" will turn out to be a bit more orderly and peaceful.
Oh sure, just woke up one and said; lets go take over Crimea!
Vladimir Chizhov has now earned himself a place as a defendent in an international miltary tribunal (IMT) such as the one at Nuremberg for planning and executing a war of aggression.

A war with no shots fired and no one killed? Good luck with that case.
Should Bill Clinton and GW Bush be hauled before an “IMT” too?
“A war with no shots fired and no one killed?”
Your statement is a false statement. Russia invaded and annexed a non-belligerant sovereign nation in breach of a wide assortment of international laws, treaties, and agreements that obligated Russia to not violate the territorial integrity of the Ukraine. Russia did fire shots, and Ukrainians have been killed by Russian military forces. Russia has also invaded Ukrainian territory outside the Crimea in Kherson Oblast.
“Should Bill Clinton and GW Bush be hauled before an IMT too?”
No, because Bill Clinton and GW Bush did not invade and annex a non-belligerant sovereign nation in breach of international laws, treaties, and agreements. On the contrary, they implemented the international laws, treaties, and agreements obligating the community of nations to oppose belligerent aggressor nations invading, annexing, and/or conducting piratical raids in breach of international laws, treaties, and agreements.
