When I was a youngster in school, moms were still sending daughters to school in very proper button-down sweaters over a blouse or sweater top. Skirts were to the knees or nearly so.
We used to ditch the bottom blouse layer, button up and turn backwards the sweater. We'd hike up the skirts as much as we could without getting sent to the principals office, and if we were sent the lengths were "appropriate" by the time we got there.

I remember when I was a freshman at a Catholic high school fifty years ago, the nuns used to get exercised about girls with skirt hems above the knees and blouses with unbuttoned top button. I still remember one ancient nun declaiming to the class that nobody wanted to see the girls’ “knobby” knees. All the boys, like me, just bit our tongues.
I remember when seeing a hint of bra strap was thrilling. Now they wear them on the outside.
