You are correct. To prove it, the congressional Republicans need simply to put forward a resolution stating that it is the position of the house and senate that the Keystone Pipeline should be approved and all work fast-tracked to ensure sufficient clean energy at reasonable prices to reduce our reliance on the Middle East. See which dems, if any, actually vote in support of the resolution. If it gets sufficient election year support, use it as a cudgel to bash the administration for its lack of leadership and lack of vision of an energy independent North America.
