Secretary of State John Kerry warned of serious repercussions for Russia on Monday if last-ditch talks over the weekend to resolve the crisis in Ukraine failed to persuade Moscow to soften its stance.
Kerry will travel to London for a Friday meeting with Russian Foreign Minister Sergey Lavrov ahead of a Sunday referendum vote in the Crimea region to secede from Ukraine and join the Russian Federation.
U.S. and European officials argue that Moscow is orchestrating the referendum and waging an intimidation campaign with thousands of Russian troops controlling the region. If Russian-backed lawmakers in Crimea go through with the Sunday referendum, Kerry said the U.S. and its European allies will not recognize it as legitimate under international law.

Luc Michel, a Belgian, who came to Crimea on an observer of OSCE mission to monitor the referendum in Crimea, said:
Russophobic hysteria over the Crimea referendum is everywhere, all Western authorities are against it, and all say that its a violation of the international law. But have a look at Kosovo, Scotland and Catalonia, etc. Russians also have a right to determine their future, where they want to live, as a part of Russia or as they wish.
The separation of Kosovo didnt violate the norms of international law. The situation in Crimea is really similar to it, so why what was good for Kosovo is bad for Crimea?
Thirty observers, who come from 10 European nations, have arrived in Crimea at the invitation of Crimea republic’s election commission and have already started their work.
The Latvian representative of the EU Russian-speakers Alliance, Miroslav Mitrofanov reaffirmed the situation in Crimea is calm.
The Crimea capital Simferopol airport is more demilitarized than Strasbourg railway station, he pointed out. “There is no blockade of the Ukrainian media, contrary of what we’ve been told.”
Mateusz Piskorski, the director of the European Geopolitical Analysis Centre and the mission coordinator, said, At the moment we are starting to monitor the preparation of polling stations. In general, the situation is very calm, there is no tension. Everyone hopes there will be no provocations.”
