According to one estimate, since 2012 the Department of Homeland Security has stockpiled more than 1.6 billion bullets, mainly .40 caliber and 9mm. DHS also reportedly purchased 2,700 Mine Resistant Armor Protected Vehicles (MRAPs) to go with their bullet stockpile.
ATK is one company that won a contract with the Department of Homeland Security to provide 450 million rounds of .40 caliber ammunition in 2012.
TSA, an agency within the DHS, purchased 3.5 million rounds of .357 SIG caliber training ammunition in September.
Recently TSA purchased 1,386 pounds of dynamite to go with their ammo. The Activist Post reported:

Just what we needed -- 1,386 more reasons NOT to climb aboard a US flight.
Why would the TSA, who focuses on groping women and children boarding planes and some buses, need dynamite?
Either that, or just preparing to blow up Tea Party and conservative's homes, or preparing for a major gun grab.

That’s certainly interesting, what are the possible uses the TSA could have for that product and that quantity? I could see small quantities as useful for training search dogs, calibrating electronic sensors designed to detect such things, or perhaps for EOD work.
Unless I’m mistaken, I don’t work in the industry and don’t handle things likely to turn me into pink mist, but I’m under the impression that most construction work done in modern America doesn’t use the old style dynamite products, and only really uses them as boosters to get cheaper and more stable earth-moving and rock shattering explosives to reliably detonate. If I saw a private construction company purchasing that I’d read it as likely 2,000 booster charges for a hell of a lot more than 1,300 pounds of actual explosives.
The dynamite is for their self destruction. With the incompetence I have seen so far, I fully expect it will earn them several Darwin Awards!!
Let's all not forget the 600 million (If memory serves) MRE's they bought a year or so ago. Well survival foods. I remember that some manufacturers had to halt sales to all other parties to meet the order from the DHS.
These entities are all part of the same federal monster. The TSA has room in its budget for more weapon buying. It will share all tools with its (federal) self when needed.
Remember they hire mostly felons.

Probably they need this hot ammo to shoot the people who do not show their papers fast enough, get their liquids out fast enough, or take shoes off fast enough, or get computer out fast enough, metals off, jacket off, into the X-ray and back scatter death inspection, or for Americans who submit too slowly to the gonad crotch grope. Obviously these balking tea partying American travelers need to be immediately shot with the hottest pistol load possible and the the dynamite can be used to blow them to smithereens for good measure.
