By offering one, yes. It forces the Dems in the Senate to kill it or 0bama to veto it, hence owning the penalty. Clever politics, I suppose, but the entire rotten thing should be axed. That won't happen with this Senate.
There is, of course, the possibility that the Senate could pass it and 0bama could sign it. Always a downside when you're too clever by half.
The smart thing to do is to constantly remind the people that the Rats alone own Obamacare and that they are delaying it only for political reasons, not because they give a tinker’s damn about the people they represent.
