How can you take anyone serious that uses crayons to put the markings on their ships? Look at it. The painter had too much vodka.

Soviet ships were known for never having the same pennant number. Pennant numbers were even changed while at sea or underway. A somewhat cheap way (at least in the past) of making tracking of ship movements difficult.
