The arrest of a Cartel Chief sometimes create far more bloodshed in the short term if there is competition to be the new kingpin. The Sinaloa Cartel is well established and much of it is based on a regional family structure so there is a chance that it’s power will continue uninterrupted, but if it fractures it may get very ugly.
Anecdotally, the bloodiest periods in American Gangster history often come about after the head of the gang is arrested because the more mature and confident leadership understands the business side and the fact that bloodshed is bad for the business.
