2012 results - 52.7% Obummer and 45.1% Romney - and those numbers are for the entire county of San Diego. The City will be much more liberal.

No, a better idea is to return the States to the principles of Federalism, with a State Senator representing the county government as selected by boards of supervisors, and the State legislatures selecting US Senators. That way a good idea has a much better chance of making Federal law, an able politician will more quickly be elevated to national rank, and US Senators will not need to raise so much cash for their re-elections.
I found Levin's proposals completely inadequate. They addressed some of the more peripheral issues with the Constitution without rectifying some of its deeper original flaws. He did not address the manner of treaty ratification, nor the language of the Supremacy clause which fails to assure that treaties which usurp Constitutional limitation are rendered void. He does nothing to assure that usurpation of power carries criminal penalties for officers of the government. Yet the latter is the principal reason why the Feds have gone so far beyond Article II enumerated powers while the treaty power has been the principal "authority" for enactment of those powers.

How about simply using the Commerce Clause in the way it was intended and crush the permitting, licensing and zoning nonsense that interferes with free trade between the states?
After we take back Congress you begin to reduce the benefits for not working and increase the benefits of working. Blame unemployment where it belongs - bad regulatory and tax policy enforced by Democrats.
