The objective is to rescue the rescuable in order of rescuability.

IOW, the coasties did exactly what they were supposed to do. Fuddy croaked before they got there. Any time wasted on her might have been at the expense of a saveable victim.

Show me a USCG document dated before Dec 11, 2013 that says that. I’ve already shown one that says it is the official protocol and says that swimmers are not allowed to judge a person as already dead unless the victim is charred, missing critical body parts, or stiff as a board. There were 6 planes and (supposedly) 8 victims to get out of the water.
