If the laws are there, then you’re going to be identified, one way or another. I’ve been stopped before, without any ID on me, and all they do is get your name and birthday and where you live (like in town or in another city) and they’ll call it in and get the proper info from your ID on record.

SO ... you really don’t have to carry “papers” or “ID” when you’re out and about.

Since it is not universal, then, yes, you carry your papers. That is your obligation. No right without an attendant obligation.
