I am confused. I thought this was the cross that there was a fight over which was on government property and a group was able to purchase that spot of land and keep the cross there. Or was that another one in California?

Mount Soledad cross controversy

I don't know if there has been another cross, but every cross is a target, obviously, for they all mean the same.

Same one. This fight has gone on for decades by now. It's been auctioned, revoked, reauctioned, voted on, revoted on with arbitrary judge-imposed majority requirements ... they just won't give up.

The history of the thing is not in dispute, a cross was put up privately as a memorial and the family left the property to the city back at a time where it would've been unthinkable for such a thing to be controversial.

Moving it won't work well because it's concrete and that would defeat the point anyway.
