So what if he did plead down? By his own admission - HE IS GUILTY and should be doing hard time as of now.

Child protective services can't throw people in jail. He was never charged with a criminal act by the Navy or civilian law enforcement. Both organizations investigated the incident. The Navy cleared him of wrongdoing while Virginia Beach city police declined to prosecute due to insufficient evidence.

Proving a criminal case requires a higher standard of proof than the one used by the child protection agencies. Prosecutors must prove guilt beyond a reasonable doubt.
