Catholic could be relevant here because it implies the cop was working for a private university, not public one, and, thus, did not have full LEO powers, including the power to try to pull the decedent over off campus. Indeed, it raises the vital question of what power the cop had to carry a weapon beyond the right to use it for legitimate self defense.
