In the LAW passed by CONGRESS they were quite specific that there were to be no enforcement mechanisms attached to the mandate and fine.

But of course, Soetoro may pass amendments to the law.

And so Barack won’t say they won’t use bull whips to enforce Obamacare either... sometimes even conservatives can get a little silly.

Disobedience to any federal law is frowned upon in the courts, especially the federal ones. Just wait for a judge to put someone in jail for not having Health Insurance and the precedent is set.

It may come about because a man didn't buy insurance for his wife and kids. Maybe even because he could not afford it. But a judge could declare that to be spousal and child abuse; throwing him into jail. From there it could be interpreted broadly.
