Hand ups have been offered to many people in the underclass. Usually the hand is either slapped or ignored.
I think here your statement does not make sense, because giving a hand up is not merely offering a hand up, is it? Perhaps you have been offended by refusal of your personal offer, or that of your fraternal or religious organization? Give us an example of a hand up whose conditions are so degrading that it must be, and was, refused.
I’m not talking individual cases. Do you know how much money has been wasted on the dependent class in the last fifty years? It’s in the trillions. Johnson’s War On Poverty was designed to lift people out of poverty and start them on the road to a better life. The condition of most of those people is probably worse than before the start of the War On Poverty. The conclusion: handing out money and goodies to people with the aim of lifting them out of poverty doesn’t work. I doubt most of those people want to get off the dole. They like being handed other people’s money.
