The Federal Communications Commission is planning a broad probe of political speech across media platforms, an unprecedented move that raises serious First Amendment concerns.
The FCCs proposed Multi-Market Study of Critical Information Needs, which is set to begin a field test in a single market with an eye toward a comprehensive study in 2014, would collect a remarkably wide range of information on demographics, point of view, news topic selection, management style and other factors in news organizations both in and out of the FCCs traditional purview.
The airwaves regulator would also subject news producers in all media to invasive questioning about their work and content.
A methodology [pdf] worked up by Silver Spring, Maryland-based Social Solutions International (SSI) says that in addition to its general evaluation of news content, the survey will include a qualitative component featuring interrogations of news organization owners, management and employees.
Among the questions federal contractors will be asking of private media companies:

The FCC has a duty to make sure that the industries it regulates serve the needs of the American public no matter where they live or what financial resources they have,
The questions also apply to newspapers and ‘social media websites’. I guess I failed to notice when the FCC gained the authority regulate newspapers and websites.
There is a truly principled argument to be made for the Founders' Constitution's protection of free speech and freedom of the press.
When one dimension of liberty is threatened, then all are at risk, and the blatant example of unconstitutional use of government power provided by this kind of coercive government action through the FCC deserves a competent argument by any "conservative" organizations which may take up the debate, or by any news organizations that claim objectivity as their brand, such as FOX.
It's time for a long overdue history and civics lessons, especially for the young! Tell them about why Thomas Jefferson, who was criticized by the press of his day, was so outspoken on the idea of a free press! Bet they've never heard it in school.
Claim a larger battleground--a battle of ideas. Contrast those ideas with those of dictatorships and totalitarian governments which have oppressed their citizens and controlled the marketplace of ideas by restricting the press!
Stop playing in the Administration's playpen. Force it onto an unfamiliar battleground where the ideas of liberty are presented versus the ideas of tyranny. Contrast the 200-year history of America with that of every totalitatian regime, and future generations will mark this as a turning point for freedom.

This is just a back door attempt to reintroduce the “fairness doctrine” by using subtle threats and intimidation.
This is an outrageous violation of the First Amendment that should have news organizations up in arms and in court but will likely be meekly accepted by the MSM as they know what the real goal is. Apathetic Americans will yawn, as usual, right up until they realize - too late - that their taken-for-granted personal liberties have disappeared while they watched ESPN, American Idol or some silly sit-com.
This administration eats “outrageous” for breakfast, sucks on “blatant” for lunch, snacks on American Apathy, and eats ‘disappearing personal liberties” for dinner.

FCC SEEKS COMMENT ON CRITICAL INFORMATION NEEDS RESEARCH REPORT

The FCCs Office of Communications Business Opportunities has released a public notice seeking comment on a Commission report delivered to Congress that reviews:
(1) regulations designed to eliminate barriers to entry for entrepreneurs and other small businesses in the provision and ownership of telecommunications and information services; and
(2) proposals to eliminate statutory barriers to market entry by those same entities.
The Research Design for the Multi-Market Study of Critical Information Needs (Report) was developed with the help of the University of Southern Californias Annenberg School for Communication and Journalism and defines a range of critical information needs of the American public and explains how these needs are met as well as the existing barriers of meeting them.
The Report also presents an overview of further social science and communications research that may assist the Commission in assessing the need for government action and in developing targeted policies to address existing gaps in the ability of various media ecosystems to serve, and deliver critical information to Americans. Among the observations made in the Report are:
(1) there are clear and significant information needs of Americans at the community and individual level;
(2) available research indicates that many of those needs are not being met;
(3) access to information, as well as the tools and skills needed to navigate information, are essential to civic and democratic participation; and
(4) low-income, minority and marginalized communities and lower-information areas are likely to be systematically disadvantaged in both personal and community opportunities when information needs lag or go unmet.
Interested parties may file comments regarding the Report on or before Tuesday, July 23, 2013.
