That is one of those 'we gotta pass it to find out what is in it' gotchas.
The current law apparently says collection will ONLY come from tax refunds. You can bet Congress will slip an amendent in some new monstrosity omni-bill to adjust that provision.

Yeah all those collections will degenerate into underground economies which is what zero is creating anyway.
