BART's top-paid worker of 2012 never worked a day

With a gross salary of more than $333,000, BART's highest-paid employee last year wasn't its general manager, police chief or a worker who racked up gobs of overtime scrubbing grime from filthy train seats.

It was someone who did no work at all for BART in 2012: Dorothy Dugger, the agency's former general manager who resigned under pressure more than two years ago.

Under a lucrative retirement scheme, Dugger, 57, quietly stayed on the books, burning off nearly 80 weeks of unused vacation time, drawing paychecks and full benefits for more than 19 months after she agreed to quit in May 2011, according to an analysis by this newspaper. By remaining on BART's payroll, she accrued almost two extra months of vacation, while sitting at home drawing a six-figure salary for unused time off.

We have elected officials to make sure stuff like this doesn’t happen. This woman received nearly $1,000,000 because of a screwup by the oversight board. But, that’s OK because it was just taxpayer money. Take the money from the elected officials. Beware the politician/government employee complex!

The best thing the ‘Fed’ did for the MOB was “Witness Protection Program’.

Whenever someone acted up, Tony or JSacks would have them ‘offed’, toss the body in the river or cut him up into tomorrows hamburger etc.

When someone says “What happened to ‘Big Pussy’, hasn’t been around?”.

Tony “Uh that fat rat. He went into the ‘program’. He been working for the Feds all along”.

Of course the FBI tapping their phones and meeting areas couldn’t say a word - they weren’t supposed to be tapping the phones etc etc etc....

I think I understand them. What is needed is a way to leash them. We either find a way, or the country is done. The lower class wants more stuff, but appears to be unwilling to do what is necessary to move up (work hard, sacrifice, learn). The upper class has the means to protect their wealth from going to the lower class. That means the middle class is paying the bill, and our government’s policies are reducing the number of people we have in the middle class. It’s not a sustainable process. And to those who want to live in caves.....that didn’t work in the USSR. They will find you.

I am a new County Supervisor (Commissioner) and am enraged at the over the top benefits we pay our government servants. It’s all going to fall apart.

While I can’t fault her for saving up all her vacation time, it is ridiculous that she got an extra 2 months of vac during that, and then drew a 181k pension after. Plus that they even allow them to accrue unlimited vac time. Good thing they have Hollywood over there to pay for this!

Heh! She played the system like a fiddle! Tell me you wouldn’t do the same with a straight face if you were in the same position. Anyone feeling especially virtuous now?

Therein is the problem...the system was badly broken and allowed this abuse of taxpayer funds. Multiply that exponentially and you have only a small sampling of our present condition.

The strike is a good thing.

The idiots in the BayArrhea are waking up to the reality of the union featherbedding operation known as BART, as they sit in traffic that’s paralyzed.

If there was a credible second party here that could take advantage of that, they would have a winning issue.

But there isn’t, so the nightmare will continue.

Couldn’t happen to a nicer bunch of people.
