If you “accept EBT”, then you have some guaranteed shoppers in the form of people who don’t care how much something costs because someone else is paying for it.

How hard would it be to program the scanners to reject EBT for other than basic needs?

They are already set up that way, but the “accept” list is pretty loose.

All EBT purchases should be restricted to House Brands, which every grocer has... and if they didn’t, they’d develop those house brands immediately. No meat or seafood purchases over 5.99/lb. No birthday cakes - yes, you can buy $50 bday cakes with food stamps!
