As a guy, the way I look at it, is if a gal gets a boost in confidence from using makeup then go for it. Just like the clothes make the man feel more confident. A little makeup can help in the feedback one receives, to help them in dealing with others. (However, I hate perfume on gals, can’t take the fumes.)

Very few women wear the right amount of make-up. It’s supposed to enhance, not make you look as if you’re wearing a mask. The commenters who have said a smile would go a long way... I agree, bingo. She’d look just fine in the first picture if she was smiling.

No harm in a little makeup, but she looks so angry and resentful that neither picture is attractive.
A little powder on that shiny face certainly doesn’t hurt. No need to go overboard.
And a cheerful smile of good will, maybe.
