You can find a lot of videos and footage of these bikers streaming down New York city highways. Aside from the violence against the SUV occupants I thought it was a cool ride. Are quads street legal in NYC? Anyway there were two in this biker crowd that in my opinion was mostly Hispanic but with others, blacks and whites
was the hit on the window before or after the driver ran over and paralyzed a biker?

We do NOT know what happened prior to the start of this video. The fact we’re not being shown that indicates the bikers were out for blood.
They shouldn’t have to find the riders. They should find the bikes with those tags and confiscate them, then put them through a crusher.

I don’t know what caused the suv driver to hit the bike in front of him.
From the video, the motorcyclist drifts into the SUV’s lane, then he (the motorcyclist) looks back, not at the SUV that is directly behind him, but back into the lane he just left.
Then it appears he slows significantly for whatever reason and the SUV hits him.
It’s hard to say if the SUV driver hit him on purpose. If it were just he and the SUV on the road, the maybe I’d say the SUV driver should have slowed even if the biker shouldn’t have drifted into his lane.
But think about when you’re in heavy traffic with just cars on a multilane road. You’re probably concentrating on the car in front of you, and peripherally watching one or two cars in the adjoining lane. What is that, 3 to 5 objects you’re actively tracking?
When you’re surrounded with motorcycles as this SUV was, the driver then has to track nearly double the number of vehicles, and the bikes weren’t exactly flowing along with traffic so he only had to watch for the vehicles that suddenly altered speed. They were all moving around forward and back, left and right. It’s not inconceivable that the SUV driver was distracted by bikers to his left and/or right for the brief period of time it took for the bike to pull into his lane and slow down - the SUV driver may not even had time to react once he realized which target was the immediate problem.
