It hasn't yet. Both Senate (CSPAN2) and House (CSPAN) are still broadcasting.
Reid calls it 'disappointing'.
Some Dem in the House is blasting the Republicans and calling this the Republicans' shutdown.

No, Stretch Pelousy specifically said it’s a Tea Party shut down. Even though she’s previously said that the TP is “astroturf”.
