I am confused - what is the meaning of this present vote to “remove health law language”?

I am having trouble following the machinations.

The vote is to remove the language in the House bill stripping funding for Obamacare.

In other words, to restore Obamacare funding.

If they can get it removed then we will have ObamaCare on Oct 1..
