Speaker John Boehner said Thursday the GOP-controlled House will not accept a temporary spending bill from the Democratic Senate if it is shorn clean of a tea party plan to "defund Obamacare."
"I don't see that happening," Boehner told reporters.
At the same time, the Ohio Republican said House GOP leaders would unveil legislation to lift the government's borrowing cap, but only if the new health care law is delayed for a year. He defended that measure's relatively modest spending cuts even as some rank-and-file conservatives pressed for more.
"It does not cut spending significantly. It does not fix the problem," Rep. Mo Brooks, R-Ala., said of the debt ceiling package. He said he was undecided about whether to support it. "We need to significantly cut federal government spending, or long-term have a balanced budget constitutional amendment," he said.
Obamacare: Massive New Rules Revealed for 2013
Pressure is building on fractious House Republicans as a partial government shutdown looms at midnight Monday if a bitterly-divided Congress can't send a temporary spending bill to President Barack Obama on time.
Senate Majority Leader Harry Reid immediately rejected Boehner's proposal. Meanwhile, the Senate trudged ahead toward a Friday vote on stripping the defund Obamacare provision from the House-passed stopgap funding bill.

Maybe they are more interested in GOPe’s donations than yours.
A GOPe like Romney earns like $50B a year so he can afford to give more than your $25.
and he is a ‘job creator’ too.
A delay saves lots of $$$ if nothing else
And it buys time before many get addicted to free health care
Obama is already delaying much of the unpleasant stuff so why not buy some time?.
I love it but I think we should strip out the care since it has nothing to do with that and call it O'Scare. Just in time for Halloween.
Well it seems they got away with it became law. Cruz was right to stand up to Obamacare and defund it.
Obama is now saying 5 more days and it’s done.
A defund is a temporary measure, too, that must be brought up again and again.
Our fight is to repeal.
Any temporary road block is to our advantage.
Repeal is best.
Defund is 2nd best.
Delay is 3rd best.
Removing most offensive parts of bill is 4th best.
Ultimately, though, not implementing is what we’ve been fighting for. And a delay prevents implementation.
BONER LOSES AT TIC-TAC-TOE WITH REID.”
It’s because Boner has no lead in his pencil.
A delay gives interested parties an opportunity to actually see what this is going to cost without actually having to purchase it.
Amounts to the difference between
I can't believe you did that to me, and
I can't believe you were going to do that to me...
Its all deal making and smoke and mirrors right now, but Obamacare is the GOP mantra for 2014 and they must look good on that issue to pretend they want to turn it back.
The next thing Boehner will cave on is the debt ceiling increase next month and he’s likely to look bad on that again like he did at the beginning of the year.
We saw yesterday how many Senators will stand with Cruz on Defund. Cruz saw it too, and then CRUZ VOTED FOR the measure to proceed that had 100 senatorial votes....in other words, every single senator.
Cruz said that the filibuster should have been on Friday’s vote and then a refusal to allow cloture. He’s not spoken to that, though, since he voted to proceed.
If he were to support DELAY, would you then support it?
Bob Corker said the only reason they want it delayed until tomorrow so they can rally people to watch on TV. Then he said, get this,
That was not in the best interests of the American people.
Can you believe that???
For the last 3 years we’ve fought against implementation of ObamaCare. A delay prevents implementation for a while longer.
So far a repeal is not possible.
A defund is as possible as the number of senators you saw supporting Cruz yesterday.
A delay might get more support, AND it does prevent implementation.
true, but a delay could help the Democrats in 2014 by not smacking around their voters in the meantime.
:p
They are feeling heat but the ultimate GOP plan is “repeal and replace” as Boehner, Cantor, Romney and others have stated.
They want Obamacare Light-Romneycare......
Normally would agree, but up until now the price tag has been illusive. October first the cost comes into focus. I think that is the game changer.
No, the trick is it’s just a delay in the individual mandate.
Everything else proceeds along: the signing up and the spending on it.
I’d have accepted it if the Dem Senate put it in the bill since it would be suicide not to, but Harry isn’t allowing that.
Gotta defund, delay too if the people insist.
Cruz was trying to kill a day on the calendar in addition to educating the public. He succeeded.
That day means that the cloture vote will be on a Saturday, that the bill will go back to the House on a weekend, and that the Senate can get a new Bill from the House on the final day possible, and that it could call for a delay.
It’s possible that this was strategized as a plan someplace.
I saw him kissing dick’s ass saying that he wanted to make it clear that it wasn’t the ‘Republicans’ that wanted to delay the vote, just two of them.
I guess we have to wait until 2017 to see if there's anything to that.
It would still hit one month before the election next year. I would prefer a 9 month or a 3 year delay.
I can’t lose sight of the fact, though, that what I want is a REPEAL.
A defund is a temporary measure until the next funding cycle, presumably as soon as November. A lengthy delay gives that much more time to fight this.
