OK here’s a basic framework:
Build a base tax, which applies to all imported goods.
(Not applying to any goods, made in the United States.)
So the tax applies only to imports. Make that base tax big enough, so that manufacturers see a benefit in bringing back American manufacturing.
ENACT THE TAX.
The let nature build-back American goods.
Do this now.
You're talking about a tariff.
It's been done before, and the result is always a trade war. Other countries soon follow suit, and American exports have foreign tariffs slapped on them, which kills sales of American goods in those countries. Which of course results in layoffs, shrinkage, and less jobs at home.
Tariffs are force. They do not work.
You'll need to dream up a solution that is attractive and rewarding to all players, if you want jobs to come back to America.
