Three shooters are involved in the Navy Yard shooting, a police spokeswoman said.
One of the shooters is “down,” police said, but two remain in a building on the grounds.
One of the shooters at large is dressed in fatigues. At least one has a long gun, police said.

The eastern border of the Navy Yard is 11th St SE. When it crosses the Anacostia River into MD it becomes MLK Blvd so I'm pretty sure this is TP (also /s).

In the initial chaos of these things, it seems like more than one shooter is almost always reported.
Monday morning seems an odd time for a terrorist attack, maybe a domestic dispute, disgruntled employee/contractor or recently-fired employee?
