That would assume that some in the military carry arms when on base here in the U.S.A. As the Fort Hood Islamokazi showed us, that is sadly not the case.
I went in under Reagan in 1987. They were the rules then, too. No carry on base. Not allowed to have them in your barracks, or base housing (with some exceptions - all based on whether or not the armory was open to check them in/out).

Did some contract work at a base recently. The front gate was guarded by heavily armed private security. Crash barriers were in place. Bomb inspections of cars without passes.
Meanwhile, there were no arms visible on the base, and the base perimeter was protected by a chain link fence. Can’t imagine how a chain link fence could be defeated.
