W is mocked openly—and constantly—in Europe and Asia. I’ve traveled to both recently, and I know.

I spent a little time in Ireland last month, and they’re still chuckling about him getting drunk at an international conference, and grabbing a seated Angela Merkel from behind. (She’s not very popular in the UK).

He does love the alcohol- his dad was a raging alcoholic and he may be too. At times he has the disconnected speech and look of a drunk just coming off a major bender - incoherent, angry, overly sensitive to criticism, rightous indignation etc.
I was always suspect of his personality "ticks" and one day I was reading the WH Insider blog about the frequently drunk Obama when I became convinced that the WH Insider may just be the real deal -

When George W. was president, I remember him visiting Europe for either a G8 or G20 conference or some such thing.
On the television news at the time, they showed George W. walking behind Ms. Merkel....she was seated at a table.
When a smiling George W. walked behind Merkel, he reached over and briefly massaged her shoulders and then kept walking. Merkel turned around, and jokingly “put up her dukes” and pretended to fight off her “attacker.” She was smiling the whole time.
It looked like harmless banter between two friends, if this is the incident you are referring to. And the media mentioned nothing about the president being “drunk,” which I’m sure they would have harped on if it was true.
