SYRACUSE, NY - The U.S. Department of Justice wants to reopen a 33-year-old court case to ensure that minority applicants get a fair shot at jobs as Syracuse firefighters and police officers.
Lawyers with the Justice Department's Civil Rights Division filed papers in federal court Friday challenging the state civil service tests that prospective firefighters and police officers must take.
A review by the Justice Department of entry-level exams for those jobs in Syracuse showed the exams "continue to have a statistically significant, disparate impact on African-American test-takers," the Justice Department's lawyers wrote in court papers.
The Justice Department asked U.S. District Judge David Hurd to reopen a 1980 court case over the city's hiring practices.
The Justice Department hired a human resources expert, David P. Jones, president of Growth Ventures Inc., to review the civil service exams. Among his findings was that the exams were "more likely to produce an adverse impact on ethnic minorities," court papers said.
The Justice Department asked the court to require the state's Department of Civil Service "to develop and institute lawful written examinations to be used in Syracuse's selection of entry-level firefighter and police officers."
Hurd will hear arguments on the request will Oct. 11.
City officials will join in the Justice Department's request, Mayor Stephanie Miner said today.
"For three decades the city has steadily made progress in assuring that the ranks of our police and fire departments more truly reflect all of Syracuse," Miner said in a news release. "An evaluation of the state Civil Service test would assure we have a fair test and the best pool of talent from which to hire."
The city maintains its hiring practices have met the goals of the consent decree, but "nonetheless welcomes this opportunity to improve the provisions of the consent decree to reflect current hiring conditions," Miner said.
When city officials settled a reverse discrimination lawsuit last year, they said they'd been talking with Justice Department officials about rewording the 1980 decree to ensure that black firefighters filled fill a higher proportion of supervisory positions.

Yes — EEO hires with bricks on the scales. What could go wrong?
Soon, anyone with any sense will recoil in terror when they see a Black firefighter, KNOWING said firefighter doesn’t know what the hell he is doing.
And I flat-out won’t accept a Black lawyer or Doctor. Not from racism but b/c I know they got in without being able to qualify.
having lower intelligence and lower education has consequences. we already have enough thugs with badges - of all colors. if they can’t pass tests it’s because of themselves, not anyone else. we’ve already dumbed down physical requirements for cops and firemen so women could start passing tests.
and when the dumbass black cop stops you, who doesn’t know the law but makes it up how he wants, then what?!?
30 YEARS? WOW! Long memories when it comes to making whitey pay!!! Does anyone doubt that’s what this creep in the WH and his advisers are all about?
They want to spot minorities points based on how dark their skin is.
As in....”Why u wanna be firing ho’s..They be keeping me styling...
Rush Said something on today’;s show about “Soft Racism” being something that kills initiative, dammit the quote is on the tip of my tongue
OK....ALL of you DEMOCRATS especially BLACK DEMOCRATS have FINALLY convinced me, so since you all believe it that you aren’t SMART ENOUGH or STRONG ENOUGH to handle things and do the jobs that whites can do and you need to be taken care of, who am I to argue??? UNCLE!!!!! I GIVE UP!!!
This PC action will lead to the deaths of innocent people.
Found it!

Low expectations are “soft racism”, but they have brought this on themselves and they don’t even realize it!!

“Smile for my cell-cam.”
Followed by “see you in court.”
In between a WHOLE LOT OF “yes, sir” “no sir” and “whatever you say sir.”
Some situations you choose. Some choose you.
That is why I said people will and should feel fear about a Black EEO firefighter. But he is sent there to save you and you have to pray you get lucky.
Dumb them down until blacks can pass them? Wow.
Welcome to Ubama’s “post racial” America.
I feel safer already.
What a bunch of anti-white BS!
Time to get up off our knees...
“The soft bigotry of low expectations.”
I believe that’s the phrase Rush used.
These tests aren’t fair: They require ‘reedin’, ritin’, and ‘rythmetic.
Hey just call any government office and and the how this practice works out part is obvious. Sorry but good better and best ended with Sears and Roebuck.
No. The test asks, “Where do you find the fire hose?
Holder’s people thought they were asking where do you find the five ho’s. They answered MLK Blvd....wrong answer.
Maybe the tests are written in cursive.
