I was thinking the same thing -- half of the continent will be depending on electricity for heat in November. Seems like this drill would be better scheduled in May or September.

Yes. And their actions do make perfect sense, if you realistically assess them with THEIR goals in mind.

The article says the exercise will be a simulation. However many comments on the thread are leading me to believe that some here are concerned that there may be actual power outages. Is that the consensus here, that the exercise will actually turn out to be a real grid down situation? How would that happen? Would the government actually order the power companies to shut down and they would do it? These are not sarcastic questions, but real ones.
