I don't know, but they do it.

If you visit Wales, places like supermarkets will have dual signage. And you will witness locals conversing with the cashiers in Welsh. Astonishingly, the language lives.

The language lives in at least 3 dialects. The northern, southern and mid-valleys. The southern dialect gets the most exposure via the news media. My family came from the mid-valleys, so I've taken an interest in learning that dialect.
