Because the police collected whatever it is and they didn't have a bag of any kind so they asked the people gathered there if anyone had a bag and someone gave them a plastic bag. I'm not making this up - I heard one of the police say this.

Probably plastic was cheaper and available, and they were just going through the motions. They probably had lots of young black men with bullet holes over the years, and probably thought nobody would care about this one, either.
