Yes. That's true. There were several officers on SPD who suggested the report include a recommendation for a charge. Supposedly, this shifts the hot potato to the state attorney, Wolfinger.

The pressure that Serino got was not an order from Chief Lee or above.

There are a few skunks in the SPD, I don't think Serino is much of one, even though he's not perfectly clean on this case.
