"Earned legalization is not amnesty," Ryan said during a forum on immigration sponsored by the National Association of Manufacturers. "I will debate anybody who tries to suggest that these ideas that are moving through Congress are amnesty. They're not. Amnesty is wiping the slate clean and not paying any penalty for having done something wrong."
Ryan pointed to provisions baked into the Senate bill from the beginning that require those in the United States to pay a fine, back taxes, undergo background checks and enter a years-long probationary period before earning citizenship, a process that can take up to 15 years.
"That," Ryan said, "is not amnesty."

Well, they tried Hewitt's made-up term "regularization" to replace "amnesty". That didn't fool anybody -- now this.
Anything that begins with entering the country illegally is not “earned.”

Citizenship is an option, not a requirement to immigrate to the USA
I doubt you can force an immigrant to pledge allegiance to the United States... heck even classrooms have been forced to stop that with American born children.
Path to citizenship? What a crock. It does not pass the smell test and it certainly will not win in a court of law in 2013. Rubio and Ryan know this too.

There was an article today about how DHS was rushing through amnesty requests and did not have time to do background checks.
