I can find comments about the new rule book, but can’t find the actual rule book. I don’t remember where I heard, read he had signed these new rules but I did read or hear that yesterday or the day before. It could be we peons are not allowed to see or read the actual wording in the “new codified rule book”.
Here are comments about it:

This is utterly ridiculous. What was wrong with “significant threat”? Let’s have a war, but let’s not kill any of the enemy. That’s not kosher.
This man should not have been re-elected. Also, I don’t see why we put our military in harm’s way if they can’t defend themselves.

The only thing I could find, and it indicates the rules are not available currently.
According to Holders letter (http://big.assets.huffingtonpost.com/AGLetter5-22-13.pdf) to Congressional leaders, the playbook has been completed, though it wont be available to the public anytime soon:
This week the President approved and relevant congressional committees will be notified and briefed on a document that institutionalizes the Administrations exacting standards and processes for reviewing and approving operations to capture or use lethal force against terrorist targets outside the United States and areas of active hostilities; these standards and processes are already in place or are to be transitioned into place. While that document remains classified, it makes clear that a cornerstone of the Administrations policy is one of the principles I noted in my speech at Northwester: that lethal force should not be used when it is feasible to capture a terrorist suspect.
