The IRS scandal puts President Barack Obama in the worst possible position: all of the blame, none of the power to fix it.
The Republicans finally have a scandal with potential staying power: One of the most reviled federal agencies improperly targeted conservative groups. The House will hold hearings. Republican leaders are making the media rounds and expressing their disgust.
And the White House is stuck waiting.
Obama called the story outrageous Monday and made vague promises to hold people accountable, but theres not much he can do until the report comes out from the Treasury Inspector General for Tax Administration.
Even his options are firing people are limited. There are only two political appointees in the 106,000-employee agency: the commissioner formerly a President George W. Bush appointee who left in November when his five-year term expired and the general counsel.
But Democratic operatives with crisis experience say there is a playbook for regaining a measure of control if he does it quickly. Several said he should quickly move for an independent investigation.
He has to demand full accountability and then heads have to roll, said Hilary Rosen, a Democratic strategist close to the White House. Everybody has to condemn it, no one can be defending this, and the White House has to be at the top of the list in condemning it.
So far, thats not the approach. Obama hedged his statements by saying if, and press secretary Jay Carney told reporters aboard Air Force One Monday afternoon that the White House must await the inspector generals report before saying anything else.
If youve got the IRS operating in anything less than a neutral and non-partisan way, then that is outrageous, it is contrary to our traditions, Obama said.

Make no mistake. Obama's the boss, and every outrage we're suffering started as a direct order from him.
That is undoubtedly correct, but most unlike the current administration's clearly established patterns of behavior. That's a problem with scorched-earth politics; they tend to get pointed back at you.
There is a difficulty. At this point no one is going to buy that it was a few entry-level employees making rookie mistakes; what evidence we have in hand indicates that outside groups as well as internal communications informed senior management that this was happening a very long time ago. And so the heads that roll will have to be senior enough to satisfy the administrative malfeasance in such a way as not to implicate anyone above them, a human firewall in effect. And fired people do tend to resent being used as scapegoats.
Couldn't happen to a nicer bunch, actually.
That "something" you refer to, is the entire Obama agenda, which has been steamrolling the American people for five years now.
They're not big enough, strong enough, or courageous enough to come right out and abolish the Constitution and imprison all their enemies. Oh, they'd like to do that, but they're constrained by our laws and founding charter, as Obama has so often complained about.
And Bengahzi? Four Americans are dead.
Your comments regarding gun purchases may be correct. The residual question remains, Do these gun purchasers have access to a source of ammunition? Where I live even .22cal rounds are limited. Napolitano and her Homeland Security ammunition purchase program renders the gun control issue mute. Additionally I have a gut feeling that there is, or will soon be, an under the radar governmental mandate restricting black powder.
I have a strong suspicion that most folks have enough ammo to ventilate at least a few bad guys, should the absolute need arise, but yes, there's definitely a lot of concern about resupply.
I'm not even practicing any more, due to the shortages. I'm hoarding everything I've got.
Lie. Lie about lying. Send Carney out to lie some more. Golf. Fundraise. Blame Bush. Lie about something else. Repeat.
Good planning my FRiend!
Make no mistake. Obama's the boss, and every outrage we're suffering started as a direct order from him.
They certainly are his orders but the ideas come from Jarrett, Axelrod and Moochelle. He is a born and bred Marxist but not the deep thinker everyone credits him with being.
People on our side have consistently underestimated Obama's capacity to originate and manage the dark operations emanating from the cabal.
Everyone in his inner circle are committed Marxists, but Obama himself is something even worse - he is The One, The Messiah, The Lightworker, The Destroyer of Worlds. He believes that he has some divine right to 'fundamentally transform' the United States, and usher in a new progressive utopia by any means necessary.
Of course, like all mad dictator wanna-be's, he's got endless minions to take care of all the messy little details. That's where the White House staff, the alphabet agencies, and the congressional Democrats come in.
But make no mistake - it all starts with Obama.
