There are two forms of UAV request: ARMED and UN-armed.
There was apparently a UAV in the area, but it was not armed.
There was some discussion earlier in this thread about this.
The local government (Libya) would have had to approve the overflight of an armed UAV.

The testimony was “use of air space” and that that was granted before the attacks. Why would they ask for air space use before the attack?
