Assuming an unwanted, urban black infant grows up in a welfare environment all his life, which politicians would he most likely be voting for?
Life expectancy of such a person is less than the voting age.
Politicians have to wait 18 years for that potential voter.... politicians are needful of votes in their next election cycle... change this election cycles to every 18 years, then I maybe just maybe we would see a change in their politics :)... until then... voting age adults are their target...
