Notice the apparent weight of the bag. Also notice the bottom of the backpack, and how there appears to be something somewhat pointy sticking out? Maybe the top of a pressure cooker?
Looks like the guy in the white hat is resting his bag in front of him.
It’s not them, this photo was taken 4 hours before the attack. They’ve been cleared.
NO BAG = he is holding the daypack in front.
Yup they looked odd, but bombers don’t hang around for hours and the timers were one hour cooking timers. They would have had to arm the bombs while there.
Is that even the same guy?

In the two photos at #62, white ball cap is talking to blue warm up jacket. They are partners.
Blue warm up jacket has a big bag on his left hip, meaning a big shoulder strap on his right shoulder.
In the 2nd photo, blue warm up jacket has no strap visible on his right shoulder, ergo, no hip bag.
They are probably the two bombers, right after placing their bombs.
