It may end up costing DHS dearly...hardly what you would call lowering the costs.
These preparations are to wage war on American Citizens. These are not law enforcement levels of ammunition accumulation.
Having that much ammunition arounsd without military security means it is beggng to be stolen....but by whom?

Those materials could do a lot of damage in the hands of a few disgruntled DHS employees.
