Report: Israel to legalize some Palestinian settlements

Israel is preparing to legalize some Palestinian settlements in the West Bank, according to a report that emerged hours before President Barack Obama is to depart Washington on his first trip as president to Israel.

The Israeli newspaper Ha'Aretz reported Tuesday that the Israeli government has set aside 3 million Israeli Shekels, or about $811,000, to prepare a new "master plan" for a part of the West Bank known as "Area C," that includes both Jewish and Palestinian settlements. The new plan is part of a $5.4 million plan to improve the quality of life in Palestinian areas of Area C, which is currentlly under Israeli control for both security and civil affairs.
