I'm not sure. A misplaced belief in the probity of governments at every level ?

Ah,yes. The so called "Bill of Rights" pity no one bothers to abide by it any more especially governments.

Over 20 years ago California passed a law requiring the registration of all scary weapons. They were supposed to have a grace period of several years so everyone who registered after the deadline would be grandfathered in. They lied. Everyone who registered after the cutoff date had their firearms confiscated. Now they are thinking about coming after the rest.
