My guess is there is a BFA (blank firing adapter) in the end of the barrel and he is shooting a blank. Which explains the smoke.
See #42, the smoke does seem to fit where the port holes are on that.

An over/under has two barrels, one on top of the other. There is a hinged break just aft of the action that allows you to load shells. You can’t load more than two.
All over/under shotguns have a capacity of two.

Looks like the temp was in the 70-80 degree range at that time.
The other question, was he actually at Camp David that date? Have heard he hates it there.
Regarding the lack of recoil, that may actually be a 28 Gauge. Looking at the Browning 425 list here, plus how small diameter the barrels seem in relation to his hands, it appears to be that. Also note the 28 gauge has the least engraving with no embellishments that most of the other 425 models have.

Doesn't help much. If you shoot 20-30 3" magnum deer slugs through it in one outing you'll have a bruised shoulder regardless.
Bingo! As soon as I saw the picture I realized that this is just a photo op. Anyone who has shot skeet before would see that the shotgun is almost parallel to the deck. If he were shooting a clay pigeon, the weapon would be pointed much higher.
His sight line also appears to be going through the barrel, not on top of it. Add to that he’s holding it more like a rifle than a shotgun.
There are a dozen things wrong with this picture.
Yes, I noticed the object at the end of the barrel. Had never thought about a double requiring a blank fire adapter. My first thought was a screw in choke mechanism (similar to a Winchoke).
Obama is having a Dukakis (sic) moment.
